I.

MỤC TIÊU

Goals

1.

Thăng tiến Tổ quốc Việt Nam về các phương diện kinh tế, chính trị, xã hội, văn hóa, tâm linh để Dân tộc được sống trong một Đất nước hòa bình, độc lập, tự do ; Xã hội đạo đức, văn minh ; Quốc Dân thịnh vượng, hạnh phúc.

Advance the progress of the Country in economics, politics, society, culture, and spirituality, so that our People can live in a peaceful, independent, and free country, in a moral and civilized society in which the People are prosperous and happy.

2.

Tạo THẾ và LỰC để hình thành một Chính phủ Việt Nam dân chủ đa nguyên pháp trị.

Create a STAND and a FORCE to lay a foundation for a Vietnamese government based on democracy, pluralism, and the rule of law.

3.

Quy tụ các Chiến sĩ Dân chủ Hòa bình quốc nội và hải ngoại có tinh thần yêu nước, yêu chuộng hòa bình, công lý, tác phong đạo đức, lập trường trong sáng thành một Chính đảng, để cùng với các Chính đảng Dân chủ phi cộng sản khác, trực diện đấu tranh bất bạo động với đảng Cộng sản Việt Nam (ĐCSVN), nhằm mục đích xây dựng một Hiến pháp mới, để người Dân thực hiện quyền làm chủ Đất nước của mình thông qua cuộc tổng tuyển cử tự do với sự tham gia tranh cử bình đẳng của tất cả các Chính đảng ; qua đó nắm quyền lãnh đạo và quản lý Đất nước.

Assemble Peaceful Democratic Fighters both inside and outside Vietnam, who have the love for our fatherland, and the love for peace and justice, who have the principles and morals, and a clear viewpoint to build a Meritorious Party, so that together with other Meritorious Democratic and communist-free Parties we can non-violently fight face to face with the Communist Party of Viet Nam (CPV), to reach the goals of building a new Constitution in which the common citizens can exercise their right to self-determination through truly free elections with the equal participation of all Meritorious Parties; and through that process, have the opportunity to lead and manage our Country.

4.

Hỗ trợ, đào tạo và ủng hộ mọi nhân tài có lập trường trong sáng, tác phong đạo đức để họ có đủ năng lực phục vụ Dân tộc trong một Chính phủ Dân chủ đa nguyên văn minh.

Assist, create and support any talented individuals who have a clear, transparent viewpoints (perspectives) and principles, morals so that they can maximize their potentials to serve our People in a civilized government based on democracy, pluralism.

5.

Tạo cơ hội cho tất cả mọi cá nhân hoặc thành viên thiện chí -của bất cứ tổ chức, đảng phái nào- muốn tham gia đấu tranh cho một Đất nước Việt Nam dân chủ, tự do, đa nguyên, pháp trị thật sự.

Create opportunities for any individuals or any altruistic members, regardless of their party affiliation, who want to participate in the fight for a Vietnam with genuine democracy, freedom, pluralism and the rule of law.

6.

Bênh vực và bảo vệ các quyền lợi hợp pháp của toàn thể Đồng bào Việt Nam, không phân biệt chủng tộc, văn hóa, tôn giáo, chính kiến, quốc nội, hải ngoại, cụ thể là :

a. Các Nhân quyền và Dân quyền cơ bản (26 quyền, xem tài liệu đính kèm).

b. Các phúc lợi an sinh, xã hội theo tiêu chuẩn quốc tế.

c. Tái lập và thực thi các quyền tư hữu trọn vẹn và chính đáng của toàn Dân.

Defend and protect the legal rights of all Vietnamese, regardless of race, culture, religion, political inclination, both inside and outside Vietnam, specifically:

a. Basic Human Rights and Civil Rights (26 basic rights, see attachment)

b. Secure living conditions, according to international standards

c. Re-establish and exercise the full and legitimate right of the Vietnamese People to private ownership.

Bảo vệ chủ quyền, toàn vẹn lãnh thổ và quyền lợi của Dân tộc và Tổ quốc Việt Nam trước Quốc tế.

Defend our sovereignty, maintain our territory and the rights of our People and our Fatherland in front of the international community.

II.

NỀN TẢNG

Foundations

Các học thuyết nhân bản về xã hội và kinh tế đã được các Nước dân chủ, văn minh áp dụng có hiệu quả và uy tín để xây dựng hòa bình, công lý, nhân quyền, dân quyền, thăng tiến văn hoá, xã hội và phát triển kinh tế ổn định, bền vững.

Humanity’s Doctrines on society and economy which have been applied effectively by civilized democratic Countries to promote and bring peace, justice, human rights, and civil rights; to advance culture and society; and to establish a stable and prosperous economy.

The support that the domestic Vietnamese movement to demand Freedom, Democracy, Human Rights and Civil Rights, has received from the International Community which itself has an affinity for Freedom and Democracy.

Ba văn kiện cơ bản nhất của Khối 8406 : Tuyên ngôn Tự do Dân chủ cho Việt Nam 2006 ngày 8-4-2006 ; 10 điều kiện bầu cử Quốc hội ngày 20-6-2006, Tiến trình Dân chủ hóa Việt Nam ngày 22-8-2006.

Three official fundamental documents issued by Bloc 8406: Manifesto on Freedom and Democracy for Viet Nam in 2006 on April 8 th , 2006; Ten Fundamental Conditions for a National Assembly Election in 2007 on June 20 th , 2006; and A Process for Democratization of Vietnam on August 22 nd , 2006.

III.

PHƯƠNG PHÁP & ĐƯỜNG LỐI

METHODS & APPROACHES

Đấu tranh ôn hòa và bất bạo động bằng các phương cách :

Fight peacefully and pacifically through the following practices:

1.

a. Sử dụng mọi phương tiện truyền thông đại chúng để phổ biến trung thực và đầy đủ các thông tin nhằm giúp Quốc dân và Quốc tế nhận thức đúng đắn về mọi vấn đề liên quan đến sinh mệnh của Dân tộc Việt Nam.

b. Tập hợp và tổ chức Quốc Dân đòi lại 26 Nhân quyền và Dân quyền cơ bản.

c. Hướng dẫn quần chúng từng bước giành quyền lãnh đạo Đất nước thông qua bầu cử tự do và công bằng.

a. Make use of all forms of mass media to inform the public, with truthful and complete information, to assist the Vietnamese People and the International community to accurately assess issues relating to the continuing fate of the Vietnamese People.

b. Assemble and organize the People in demanding the return of our 26 basic Human Rights and Civil Rights.

c. Guide the People in a step-by-step fashion to regain the right to govern the Country through truly free and fair elections.

2.

Bảo đảm các yếu tố sau trong quá trình đấu tranh và hoạt động :

a. Sự ổn định và an ninh cho cuộc sống toàn Dân, sự liên tục trong sinh hoạt xã hội và sự phát triển bình thường cho nền kinh tế. Nỗ lực tránh mọi xáo trộn không cần thiết.

b. Một bộ máy công quyền liên tục chuyển tiếp từ giai đoạn trước qua giai đoạn sau. Tránh tình trạng vô chính phủ dù chỉ một thời gian rất ngắn.

c. Một tiến trình hợp lý dân chủ hoá Việt Nam dựa trên văn kiện do Khối 8406 đã đưa ra ngày 22-8-2006.

Ascertain that the following elements are present in our processes of fighting and operating:

a. Stability and security in the lives of all People, continuous operation of society, and normal economic growth. Strive to avoid chaos.

b. Our system of government continues to transform through stages as planned. Strive to avoid any state of anarchy even if it only lasts for a very short time.

c. A logical process of for the Democratization of Viet Nam based on the document of Bloc 8406 issued August 22 nd , 2006 .

IV.

CÁC GIAI ĐOẠN HOẠT ĐỘNG VÀ ĐẤU TRANH

PHASES IN OPERATING AND FIGHTING

A.

Giai đoạn 1 : Tập hợp các Chính đảng thành lập Liên minh Dân chủ và soạn thảo Hiến pháp tạm thời trong khi  ĐCSVN đang độc quyền lãnh đạo.

Phase 1 :  Assemble Meritorious Parties to form a Democratic Confederation and compile a Interim Constitution while the CPV still monopolize the governing power.

1.

Tập hợp các Chiến sĩ Dân chủ Hòa bình yêu nước, yêu chuộng hoà bình và công lý ở Quốc nội và Hải ngoại thành một Chính đảng với tên gọi Đảng Thăng Tiến Việt Nam, liên kết với các Chính đảng dân chủ phi cộng sản khác tạo thành một Liên minh dựa trên các văn kiện của Khối 8406 :Tuyên ngôn Tự do Dân chủ cho Việt Nam 2006 ngày 8-4-2006, 10 điều kiện bầu cử Quốc hội ngày 20-6-2006, Tiến trình Dân chủ hoá Việt Nam ngày 22-8-2006, trực diện đấu tranh bằng con đường bất bạo động, làm lung lay sự độc quyền lãnh đạo của ĐCSVN bằng cách tẩy chay bầu cử quốc hội độc đảng, các hình thức tẩy chay và áp lực cần thiết khác.

Assemble Peaceful Democratic Fighters both inside and outside Vietnam, who have the love for our fatherland, and the love for peace and justice, to build a Meritorious Party, named the Viet Nam Progression Party, to join forces with other Meritorious Democratic and communist-free Parties to form a Confederation based on documents of Bloc 8406: the Manifesto on Freedom and Democracy for Viet Nam in 2006 on April 8 th , 2006; Ten Fundamental Conditions for a National Assembly Election in 2007 on June 20 th , 2006; and A Process for Democratization of Vietnam on Agust 22 nd , 2006. We will fight face-to-face in a non-violent manner to weaken the dictatorship of the CPV, for example specifically by boycotting the single-party National Assembly Election, as well as any other form of boycott or pressure tactics deemed necessary and appropriate.

2. 

Liên minh các Chính đảng thành lập “Hội Đồng Lập Hiến lâm thời”, gồm Đại diện của các Chính đảng, các Tổ chức xã hội và Tôn giáo muốn tham gia để soạn thảo Hiến Pháp mới tạm thời, làm nền tảng pháp lý cho Tiến trình Dân chủ hoá Đất nước.

Collaborate with other Meritorious Parties to form a “Council of Interim Legislators,” composed of representatives of different Meritorious Parties, and of any social or religious organizations who would like to participate in composing the New Interim Constitution to be the legal foundation for the Democratization of our Country.

B.

Giai đoạn 2 : Cùng các Chính đảng khác và Liên minh của mình, ĐTTVN buộc ĐCSVN phải chấp nhận sinh hoạt chính trị đa nguyên đa đảng “tiền pháp trị” :

Phase 2: Together with other Meritorious parties and with the above Confederation, the VNPP will force the CPV to agree to participate in a  pluralistic political arena, “pre-ruled-by-law” :

1.

Gia tăng áp lực buộc ĐCSVN chấp nhận thương lượng về một giải pháp chính trị thích hợp cho Việt Nam là thiết lập và kiện toàn một thể chế chính trị đa nguyên đa đảng trên nguyên tắc bình đẳng và tôn trọng lẫn nhau, cụ thể là chấp nhận Hiến pháp mới Tạm thời.

Increase pressure to force the CPV to accept negotiations for a political solution suitable for Viet Nam which is to build and perfect a multi-party, pluralistic political system based on the principle of equality and mutual respect, such as described in the New Interim Constitution.

2.

Vận động thành lập Hội đồng thi hành Hiến Pháp Mới Tạm Thời và Hội đồng Tổ chức Bầu Cử Quốc Hội Dân Chủ Khoá I, gồm các Uỷ ban : Uỷ ban biên soạn Luật Bầu cử, Uỷ ban Tổ chức đăng ký ứng cử viên, Uỷ ban Tổ chức bầu cử, kiểm phiếu, Uỷ ban Quốc tế giám sát,…Chuẩn bị đầy đủ cho cuộc bầu cử Quốc hội khoá I cách tự do, công bằng và trung thực.

Proceed to establish a Council to implement the new Interim Constitution and a Council to carry out the election of a truly Democratic First National Assembly, comprised of different committees: a committee to compose Election Rules, a committee to register candidates, a committee to carry out the election, a committee to inspect the votes, an international committee to monitor the election,… Fully prepare for a free, just and transparent election for the first National Assembly.

3.

Thúc đẩy và góp phần tổ chức thành công cuộc Tổng Tuyển Cử Tự Do -là một giải pháp chính trị ôn hòa và thích hợp nhất cho Việt Nam hiện nay - để toàn Dân thực thi quyền làm chủ Đất nước mình cách thực tế, đồng thời để mọi Chính đảng - có những cơ hội như nhau - tham gia lãnh đạo Đất nước.

Push forward and participate in the successful implementation of a Free General Election, which is currently the most suitable peaceful political solution for Viet Nam , so that the People can truly exercise their right to self-determination and allow all Meritorious parties, with equal opportunity, to participate in governing our Country.

4.

Nỗ lực tối đa để Quốc Hội Đầu Tiên họp và biểu quyết Hiến Pháp Chính Thức, chọn Quốc hiệu, Quốc huy, Quốc kỳ, Quốc ca,… ; góp phần đưa Hiến Pháp đi vào cuộc sống của toàn Dân.

Maximize our effort so that the First National Assembly can convene and ratify the Official Constitution, choose a national name, a national emblem, a national flag, a national anthem, ... and participate in implementing this Constitution to be part of the everyday life of all Vietnamese people.

C.

Giai đoạn 3 : Cùng các Chính đảng khác, ĐTTVN hoạt động bình đẳng và tự do trong một Chính thể đa nguyên pháp trị thực sự.

Phase 3 : Together with other Meritorious parties, VNPP will operate freely and equally in a pluralistic, ruled-by-law political system.

1.

Tiếp tục củng cố và xây dựng lực lượng ngày càng lớn mạnh, đào tạo các nhân tài có lập trường trong sáng, tác phong đạo đức, năng lực phục vụ Dân tộc trong một Chính phủ Dân chủ đa nguyên đa đảng nhằm nâng cao vị thế và uy tín của ĐTTVN đối với Nhân dân Việt Nam và Quốc tế.

Continue to consolidate and construct our forces to increase in strength every day, to train talented individuals who have purity in perspective, strength in principle, and high potential to serve the People in a pluralistic, multi-party, democratic government, and to advance the party’s prestige in the view of the Vietnamese People and the international community.

2.

Phối hợp với các Đảng dân chủ phi cộng sản khác quyết tâm hình thành một thể chế pháp trị, xây dựng Đất nước hòa bình, độc lập, tự do ; Xã hội đạo đức văn minh ; Quốc Dân thịnh vượng, hạnh phúc, từng bước đạt được các mục tiêu đã đề ra ở mục I Cương lĩnh này.

Co-ordinate with other democratic communist-free parties to relentlessly and categorically construct a rule-by-law government, to build and develop a peaceful and independent country, a moral and civilized society with prosperous and contented People, and to step by step achieve all the goals stated in Part I of these Fundamentals.

V

QUY ĐỊNH & TỔ CHỨC TẠM THỜI

STANDARDS & INTERIM ORGANIZATION:

A.

QUY ĐỊNH :

STANDARDS:

1.     Tạm thời chưa bầu Chủ tịch hay Tổng Thư ký.

2.     Các chức vụ được thay đổi tùy theo năng lực thành viên, nhằm thực thi dân chủ một cách tối đa và thể hiện tinh thần quý trọng nhân tài.

3.     Khi ĐTTVN đã sinh hoạt bình thường giữa Cộng đồng Dân tộc & Cộng đồng Quốc tế, Đại hội ĐTTVN sẽ tổ chức lại các Ban Lâm thời dưới đây.

1.     At first, temporarily, there will not be any chairman or general Secretary.

2.     A member’s official functions will be adapted according to the abilities of the member to put in practice our democratic goals and showcase his or her talents.

3.     Once the VNPP can operate normally and publicly in our domestic and international community, a general assembly will be held to restructure the following Interim committees:

1.    Ban Đại diện Thành lập ÐTTVN (Ban Thành lập).

2.    Ban Điều hành (thay thế Ban Thành lập bước đầu).

3.    Ban Cố vấn (Ban Tham mưu).

4.    Ban Tư pháp.

5.    Ban Đối ngoại Quốc nội.

6.    Ban Quan hệ Quốc tế.

7.    Ban Tài chánh.

8.    Ban Kế toán.

9.    Ban Kiểm toán.

10.  Ban Thông tin và lưu trữ.

1.    Interim Representatives’ Committee (the Founders of the VNPP; the Founding Committee).

2.    Executive Committee (eventually replaces the Founding Committee).

3.    Consulting Committee.

4.    Legal Committee.

5.    Domestic Foreign Relations Committee.

6.    International Relations Committee.  

7.    Finance Committee.

8.    Accounting Committee.

9.    Auditing Committee.

10.  Information and Archive Committee.

VI.

ĐIỀU LỆ CƠ BẢN TẠM THỜI

BASIC INTERIM REGULATIONS

1.

Tuyệt đối tôn trọng tự do ngôn luận -trong tinh thần đoàn kết và tôn trọng lẫn nhau- của mỗi thành viên, nhưng buộc giữ mọi bí mật cần thiết của Đảng.

Absolutely respect the freedom of speech of each member. Members should operate in a spirit of unification and mutual respect, and are required to maintain the necessary confidential information of the Party.

Tôn trọng dân chủ trong mọi sinh hoạt. Các vấn đề đều phải được biểu quyết theo nguyên tắc đa số. Việc biểu quyết có thể được thực hiện trực tiếp hoặc gián tiếp - thông qua người uỷ quyền hoặc bằng văn bản. (Có Quy chế chi tiết về biểu quyết tại Đại hội Đảng hoặc Đại hội đại biểu Đảng và tại cuộc họp của các Ban).

Respect democracy in all activities. All issues should be decided through majority rule. Members can cast their votes directly or indirectly through a representative, verbally or through written documents. (There should be detailed standards regarding casting ballots at the Party General Assembly; at the Party General Assembly of Representatives; and at committee meetings.)

Tôn trọng nguyên tắc phụ đới : Ngoại trừ trường hợp quá khẩn thiết (phản quốc, phản bội, hành vi phạm pháp quá nguy hại, hành động vô đạo đức gây ô danh nghiêm trọng), trong các sinh hoạt bình thường hoặc trong đời sống riêng tư của cá nhân, tập hợp lớn không được can thiệp vào tập hợp nhỏ, nếu tập hợp nhỏ không cho phép hoặc không yêu cầu. Ðơn vị tập hợp nhỏ nhất là cá nhân.

Respect the principle of autonomy: Except for urgent and extreme situations (such as betrayal of the Country, betrayal of the party, severe criminal activity, or immoral actions that cause grave infamy), in normal practice or in private life, larger entities are not entitled to interfere with the activities of smaller entities, if the smaller entities do not desire or ask for such involvement. The smallest legitimate entity is the individual member.

4.

Mọi hành vi lợi dụng chính đảng dưới mọi hình thức của cá nhân hay tập thể để trục lợi cho cá nhân hay tập thể nào đó đều bị lên án.

Any action in which advantage is taken of the party in any form by any member or group of members to benefit themselves individually or as a group will not be condoned.

Mọi lời nói, hành động của Đảng viên không có văn bản kèm theo đều mang tính cách cá nhân, không có giá trị ràng buộc chính thức của Đảng.

Any verbal statement or actions by a Party member that are not accompanied by  written documents approved by the Party’s officers can only be taken as representing the member personally; they have no official binding value relating to the Party.

6.

Thành viên không phải đóng tiền khi gia nhập Đảng.

There is no unduction fee required to join the Party.

7.

Đảng họp Đại hội hoặc Đại hội Đại biểu 2 năm một lần. Ban Đại diện Thành lập hoặc Ban Điều hành (sau đây gọi tắt là Ban Đại diện) có quyền triệu tập Đại hội, Đại hội Đại biểu hoặc các buổi họp bất thường.

The Party shall hold a General Assembly or General Assembly of Representatives once every 2 years. The Founding Representative Committee or the Executive Committee (referred to as the Representatives’ Committee) has the power to call a General Assembly, a General Assembly of Representatives, or any urgent special meeting.

8.

Ban Tài chính tạo các nguồn tài chính cho Đảng. Đảng chỉ nhận sự bảo trợ tài chính của cá nhân và tổ chức một cách vô tư. Bất kỳ sự tiếp nhận tài chính nào cũng phải thông tin trước tiên cho Ban Tài chính và Ban Kế toán. Hai Ban này phải thông báo cho Ban Đại diện để Ban Đại diện tổ chức cuộc họp về việc nhận hay không nhận sự tài trợ đó trong thời gian nhanh nhất.

* Thực hiện nghiệp vụ kế toán theo đúng quy định chuyên nghành kế toán.

* Không chấp nhận bất kỳ hỗ trợ tài chính nào mà có mục đích mua chuộc để lợi dụng Đảng.

The Finance Committee shall generate all sources of finance for the Party. The Party will only accept financial support from individuals or organizations which is given pure-heartedly.  The Finance Committee and The Accounting Committee must be informed immediately of any potential financial receipts.  These two committees shall inform the Representatives’ Committee and the Representatives’ Committee shall meet as quickly as possible to determine whether or not to accept such financial contribution.

* Accounting shall be carried out according to professional accounting standards.

* The Party will not accept any financial contribution for the purpose of bribery or for the purpose of later on taking any advantage of the Party.

9.

Đảng tuyệt đối không dùng Ngân sách Nhà nước dưới mọi hình thức cho bất kỳ hoạt động riêng nào của Đảng.

The Party absolutely refuses to use any Governmental Funding of any form to support any activity of the Party.

10.

Đảng không bao che, bênh vực cho bất kỳ hành vi vi phạm pháp luật nào của đảng viên.

The Party will not shield, nor defend fully or partially, any wrongdoing or any criminal activity by its members.

VII

GIA NHẬP VÀ RA KHỎI ĐẢNG

INDUCTION AND WITHDRAWAL

1

Gia nhập Đảng

1. Joining the Party:

a.

Điều kiện gia nhập Đảng :

- Mọi cá nhân có tinh thần yêu Nước, yêu chuộng tự do dân chủ, từ 18 tuổi trở lên, không phân biệt giới tính, nghề nghiệp, tôn giáo, chủng tộc, văn hoá, quốc tịch, quốc nội, hải ngoại đều có quyền tham gia ;

- Các cựu Đảng viên Cộng sản có tư cách đạo đức và tinh thần xây dựng Quốc gia dân chủ đa nguyên.

- Ước mong các thành viên có đời sống thiền định, tâm linh và tôn giáo.

Prerequisites to joining the Party:

- Any individual who loves our Fatherland, freedom and democracy; is at least 18 years of age; regardless of sex, occupation, religion, race, nationality, culture; or residence, whether inside or outside Vietnam.

- Any former Communist party member who has the morals and the desire to build a country governed by a pluralistic, democratic political system.

- Any individual who wishes other Party members to have a contemplative, spiritual and religious life.

b.

Thủ tục gia nhập Đảng :

- Đồng thuận và chấp hành Điều lệ Đảng thể hiện qua việc đăng ký gia nhập Đảng (có thể qua Internet, giấy viết, lời nói trực tiếp - linh hoạt trong hoàn cảnh đặc biệt hiện nay tại Việt Nam). 

- Cá nhân trở thành thành viên của Đảng ngay sau khi thủ tục đăng ký được hoàn tất. Nghi thức kết nạp sẽ được tổ chức tùy hoàn cảnh. Bình thường, trong vòng 7 ngày kể từ khi hoàn tất thủ tục đăng ký, đảng viên sẽ được cấp thẻ đảng viên. Tạm thời việc cấp thẻ đảng được giữ kín, nhưng với hồ sơ đầy đủ.

Procedures to Join the Party:

- The prospective member must agree to and agree to adhere to the Party’s Regulations, specifically through signing up to join the Party (through Internet online application, paper application, direct spoken words or any other resourceful method deemed necessary and suitable under the current special conditions in Viet Nam.) 

- Individuals will become party members as soon as the signing-on procedure is complete. A formal admission ceremony will be held, depending on the situation. Normally, this ceremony should take place within 7 days after the date of completion of the membership application, and the party member will be provided with a membership card. In the beginning, as a temporary situation, membership cards will not be issued to the Member but will be kept in the member’s confidential file.

Withdrawal from the Party

a.

Tự nguyện ra khỏi Đảng : Đảng viên có quyền ra khỏi Đảng vì bất kỳ lý do gì, sau khi đã thực hiện những việc sau :

- Thông báo cho Ban Đại diện về việc ra khỏi Đảng trước 30 ngày dự định ra khỏi Đảng. Đơn ghi rõ các nội dung : họ tên, ngày sinh, nghề nghiệp, ngày kết nạp, số thẻ Đảng và lý do.

- Khuyến khích có mặt tại buổi gặp mặt lần cuối để thảo luận và từ biệt do Ban Đại diện tổ chức về việc ra khỏi Đảng. Buổi gặp mặt này được tổ chức trong thời hạn 30 ngày kể từ khi thông báo. Nếu không thể có mặt tại buổi gặp mặt này vì bất kỳ lý do gì, thì Ban Đại diện sẽ tự hoàn tất thủ tục ra khỏi Đảng của đương sự.

- Việc đảng viên ra khỏi Đảng được lập thành văn bản với nội dung : họ tên, ngày sinh, nghề nghiệp, ngày kết nạp, số thẻ Đảng, ngày ra khỏi Đảng và có thể không cần ghi lý do. Văn bản này lập thành 3 bản, 1 bản đương sự giữ và 2 bản lưu văn phòng.

* Cựu đảng viên nên giữ bí mật của Đảng sau khi ra khỏi Đảng.

a. Voluntary withdrawal from the Party : A Party member has the right to withdraw from the Party for any reason, by completing the following procedures:

- Inform the Representatives Committee regarding the member’s withdrawal 30 days before the planned withdrawal. Application should contain clear information such as: name, date of birth, occupation, date of joining, membership number, and reason for withdrawal.

- The member is encouraged to be present at the last meeting before withdrawal, to discuss their withdrawal and bid farewell to the Party, as directed by the representatives’ committee regarding the withdrawal. This meeting should be held within 30 days after the date of the withdrawal notice. If the member can not be present at this meeting, the representatives’ committee will complete the withdrawal procedures for the withdrawn member.

- The withdrawal of the member will be documented with information such as: name, date of birth, occupation, date of joining, membership number, reason for withdrawal or possibly no withdrawal reason given. One copy of this document will be given to the withdrawn member, two copies will be filed in the party offices.

* Former party members must not disclose confidential information of the Party, at any time before or after withdrawal.

b.

Bị khai trừ khỏi Đảng :

Đảng viên bị khai trừ khỏi Đảng khi vi phạm một trong các điều :

(1) - Lập đảng khác trong khi chưa ra khỏi Đảng.

(2) - Phản quốc, phản bội Đảng.

(3) - Tiết lộ bí mật hoạt động quan trọng của Đảng.

(4) - Gây chia rẽ mất đoàn kết nội bộ nghiêm trọng.

(5) - Hành động vô đạo đức gây ô danh nghiêm trọng.

(6) - Lợi dụng Đảng cách nghiêm trọng để mưu cầu tư lợi.

(7) - Không đóng đảng phí trong 2 năm liền mà không có lý do chính đảng.

Expulsion from the Party:

A Party member will be expelled from the Party if any of the following regulations are violated:

(1) – Organizing a different party while still a member of this Party.

(2) – Betrayal of our Country or betrayal of the Party.

(3) – Disclosure of confidential information relating to any important operations of the Party.

(4) – Intentionally sow internal division.

(5) – Act immorally in such a way as to cause grave infamy.

(6) – Take advantage of the Party for the member’s own benefit.

(7) – Non-payment of party dues for 2 consecutive years without a reasonable explanation.

Cảnh cáo công khai

Đảng viên bị cảnh cáo bằng văn bản khi vi phạm các điều (3), (4), (5), (6) nhưng chưa gây thiệt hại nghiêm trọng như quy định tại mục VII. 2. b.

Public Warning

A Party member will be given written warning when in violation of items (3),(4),(5),(6) stated in VII. 2. b., as long as irreparable damage has not been done.

ĐẢNG PHÍ

Party Dues

1. Không có phí gia nhập Đảng.

2. Đảng viên đóng đảng phí hàng năm, năm đầu tiên trong vòng 30 ngày kể từ ngày hoàn tất thủ tục đăng ký.

3. Đảng viên được Ban đại diện xét miễn hoặc giảm đảng phí hàng năm trong trường hợp đảng viên gặp khó khăn về kinh tế.

4. Ðại hội quyết định mức đảng phí hàng năm. Mức đảng phí có thể thay đổi hàng năm tùy theo hoạt động của Đảng và tình hình kinh tế xã hội, nhưng không được tăng quá 10% so với năm trước.

1. There is no induction fee required to join the Party.

2. Party members must pay dues annually, pay the first year’s dues within 30 days after completing the signing process.

3. Dues can be waived, based on the member’s economic circumstances as decided by the representatives’ committee.

4. The General Assembly determines the party dues. It can change annually, depending on the current economic and societal situation, but it should not be increased more than 10% compared to the previous year.
